Government Authority located in Boston, Massachusetts; USA based organization looking for expert vendor for refugee case management program services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide refugee case management program services to the government authority located in Boston, MA.
- Basic case management services should include: intake and case creation in RISIS, orientation to the MRRP, employability assessment and creation of the family self-sufficiency plan (FSSP); referral to refugee employment services (RES) and assistance with accessing or referral to other available benefits or services.
- Refugees receiving basic RCM services may be assessed as having one or more challenges or barriers to achieving self-sufficiency and integration into their new community. These may include medical and or mental health or behavioral health conditions or disabilities that make it difficult to become or stay employed, lack of affordable and appropriate childcare impacting parents’ ability to be employed, serious financial burdens leading to housing instability and the specific needs of special populations.
- Initial RCA eligibility determination.
- Ongoing RCA eligibility re-determination on at least a monthly basis.
- Bi-weekly completion and approval of RCA authorizations, (new cases, modifications, case closures) through the RISIS RCA Qualifications module.
- Submission of early employment retention bonus (EERB) requests on bi-weekly RCA schedule.
- Coordination with RES to monitor client participation in employment services and adherence to the family self-sufficiency plan (FSSP) for the full term of continued RCA eligibility.
- Tracking of employment and self-sufficiency outcomes.
- Recoupment of RCA overpayments.
- Direct distribution of RCA checks to RCA recipients.
- Maintaining training and following all ORI administration instructions for RCA administration and using ORI-provided MRRP forms, notices and transmittals.
- Maintaining contact with and responding to communications from the ORI program coordinator, in a timely manner, regarding all RCA related issues.
- RCA authorizations reference the correct agency office address for payment delivery.
- Agency internally verifies that all expected checks have been received from ORI and follows the required procedure to request a replacement payment.
- Verification of check delivery to the recipient is maintained with a written record in the case file.
(2) All question must be submitted no later than December 19, 2022.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
