Government Authority located in Colorado; USA based organization looking for expert vendor for youthful offender system residential community transition and case management services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide youthful offender system residential community transition and case management services to the government authority located in Colorado.
- Community Supervision programming and services are intended to encourage positive program participation, effect progress toward defined goals and objectives, and increase pro-social community involvement.
- A Community Supervision and Reintegration Plan is developed which includes highly structured surveillance and monitoring, educational and treatment programs, employment, community service, and recreational/social activities.
1. Facility Supervision: Adequate provisions for direct facility supervision, staffing and security. Facility rules and expectations should be consistent with current Youthful Offender System and Department of Corrections practices.
2. Amenities: Shall include nutritious meals provided three times per day with a minimum caloric value of 4000 calories per day per offender, personal and work clothing, sleeping arrangements and bedding, fully functional restroom and shower facilities, adequate recreation and leisure time facilities, visitation policy, laundry facility, transportation assistance, bus passes, necessary medical and mental health assistance, and maintenance of the facility.
- CASE MANAGEMENT SERVICES COMPONENT: Explain how your proposed Program will provide adequate case management services to assist offenders housed through the Program to prepare for successful community reintegration, and implement their Phase III Community Supervision and Reintegration plan. Discuss:
1. Pre-placement planning and services.
2. On-going case management services, including employment, vocational training, education, community service, cognitive intervention education services, pro-social community activities, treatment programming and referrals, monthly progress reporting and other record-keeping and reporting.
- Orientation: Upon entering the Community Supervision phase each offender shall participate in a thorough orientation which will explain policies, procedures, expectations, available programs and services, schedules, treatment goals, basic food starter supply shopping list, basic household furnishing list, and necessary contact information.
- ONGOING CASE MANAGEMENT SERVICES: Programs and services should include, but not be limited to the following areas of focus:
1. Employment Services:
• Career/employment assessments
• Enrollment of offenders at local Workforce Centers
• Job search and retention skills training
• Transportation for offenders to apply for jobs or enroll for services
• Case Manager or Employment Specialist to provide job search assistance, identify potential employers, job coach, assist with job retention and provide employer follow up services
• Identify potential apprenticeship opportunities
2. Education Services:
• Provide or provide access to GED preparation and testing services, and resources to pay for GED testing.
• Assistance with financial aid application for post-secondary education
• Assistance with college or vocational application enrollment
• Assistance with acquiring academic transcripts necessary for enrollment
3. Community Service: After the orientation period and if an offender is not employed or
enrolled in academic Education Services (full or part time), the Awarded Contractor will arrange, schedule and ensure the offender completes a minimum of 16 hours of meaningful community service per week.
4. Cognitive Intervention Education Services: The Awarded Contractor should provide
each offender with weekly evidence-based Cognitive Intervention Education programming, with emphasis on the following 8 identified criminogenic needs:
1. History of anti-social behavior
2. Anti-social personality or temperament
3. Anti-social attitudes (Cognitive Distortions)
4. Anti-social companions
5. Family and/or marital stressors
6. Lack of employment and/or education
7. Lack of pro-social leisure or recreation activities
8. Substance abuse
5. Pro-Social Community Activities: The Awarded Contractor should:
• Involve offenders in at least two monthly social or cultural activities; describe proposed activities.
• Involve offenders in at least two monthly recreational activities; describe proposed recreational facilities and collaborations, and method of payment.
• Involve offenders with Faith Based Organizations, or other positive-influence organizations list collaborating organizations.
(2) All question must be submitted no later than September 12, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
