Government Authority located in Colorado; USA based organization looking for expert vendor for youthful offender system residential community transition and case management services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide youthful offender system residential community transition and case management services to the government authority located in Colorado.
- Pre-placement planning and services.
- On-going case management services, including employment, vocational training, education, community service, cognitive intervention education services, pro-social community activities, treatment programming and referrals, monthly progress reporting and other record-keeping and reporting.
- Shall include nutritious meals provided three times per day with a minimum caloric value
of 4000 calories per day per offender, personal and work clothing, sleeping arrangements and bedding, fully functional restroom and shower facilities, adequate recreation and leisure time facilities, visitation policy, laundry facility, transportation assistance, bus passes, necessary medical and mental health assistance and maintenance of the facility.
• Career and employment assessments
• Enrollment of offenders at local workforce centers
• Job search and retention skills training
• Transportation for offenders to apply for jobs or enroll for services
• Case manager or employment specialist to provide job search assistance, identify potential employers, job coach, assist with job retention and provide employer follow up services
• Identify potential apprenticeship opportunities
• Provide resources to pay for tools, work clothing and equipment
• Collaborations with other workforce development professionals
• Assist offenders in acquiring legal documents required for employment
• Provide or provide access to preparation and testing services, and resources to pay for testing.
• Assistance with financial aid application for post-secondary education
• Assistance with college or vocational application enrollment
• Assistance with acquiring academic transcripts necessary for enrollment
• Involve offenders in at least two monthly social or cultural activities; describe proposed activities.
• Involve offenders in at least two monthly recreational activities; describe proposed recreational
facilities and collaborations, and method of payment.
• Involve offenders with faith based organizations, or other positive-influence organizations list collaborating organizations.
• Involve offenders with obtaining personal and work clothing.
• Involve offenders with developing basic food necessity shopping lists and obtain food through local
food banks.
• Group activities may be approved on a case-by-case basis.
• Method of payment for pro-social community activities may be on a “pass-through” billing.
(2) All questions must be submitted no later than September 12, 2022.
